			<description><![CDATA[ What happens when a country makes its commitment roll, but doesn't have an army?  <br><br>Here's the example... In Scenario 1, France becomes an ally with Russia and Austria becomes an ally with Spain.  France invades Spain, destroys all of Spain's military units in Madrid (which happens to be all their land units), but Spain makes its commitment roll.  Anyone have any idea on what happens for the Spanish player if anything?  Can they just buy more units the next production phase? ]]></description>
